The Black Fang Brotherhood are the largest of the three main gangs but are effectively hemmed into the area edgeward of the Surging Run and leeward of the Edgeway Canal.

Carpenter Halstead (he/him, youthful, two-faced, fearless). Exceptionally young to be in charge of a major 3rd Syndicate assembly, he is extraordinarily young to be in charge of one of the most important assemblies in The City. Long Pond is the scene of constant fighting between the 3rds and the Hohler Gang, a war which has been carried on over many seasons. Murder and deception come easily to this young man, a fact which has only endeared him to his superiors.
STRUCTURE AND ASSETS
• The 3rd Syndicate is made up of many assemblies, individual cells numbering from ten to two hundred gang members. Only the most trusted assembly leaders are aware of the Syndicate leaders’ identities, and not even they know the exact location of the group’s headquarters. What is known is that
there are three people who exercise overall control, criminal
masterminds of unparalleled sophistication and brutality. Each
assembly has strict instructions to avoid treading on the toes
of others, transgressions of this rule being punished in the
most severe way.

• The Third’s leaders have powerful, influential contacts within the TCMA council and the Trusts.
• They seem to have relatively easy access to large amounts of sophisticated weaponry and equipment.
• They have an almost pathological hatred of the Hohler Gang, and the Provosts are at a loss to prevent the continual round of killings, bombings, reprisals, and kidnappings arising from this conflict.

SITUATION
Most massive and widespread of The City’s criminal groups, the 3rd Syndicate wields enormous power and exerts influence over the lives of a vast number of inhabitants. Notoriously violent, individual
assemblies (as the sub-organisations are known) can control entire burghs and parishes. They are particularly active in the TCMA, where they are a continual thorn in the Provosts’ side.
ON THE CORNER
• A Third Syndicate member has been hanging around, carefully surveying everything happening on the corner. Are they looking to move in?
• A series of targeted assassinations are killing factory owners who have supply deals with the Hohler Gang.
• Third Syndicate members are organizing a cripplecut fight and tickets are being snapped up. Surely they are after more than just cash from ticket sales?
Daylight

Nathaly Shivers (she/her, fixated, callous, hilarious). Leading hatchet-wielder for Daylight in Fogwarren, Shivers joined the group after being ejected from her job with Standard Metal & Ordnance.
She’s as adept with bomb and gun as she is with knife and axe.
STRUCTURE AND ASSETS
• Daylight operations in a particular area come under the control of senior gang leaders known as ‘walkers’. The walkers can be in charge of up to one hundred individual gang members and have carte blanche to carry on their criminal activities as they see fit.
• As for the structure of Daylight above the walkers, nobody has ever penetrated the organisation to this level. Daylight seem particularly adept at sniffing out traitors, undercover agents, and sting operations.
EVERYONE KNOWS
• Daylight seemingly grew out of a coalition of smaller streetgangs in the Fogwarren area, coming into being a couple of decades ago. Since then, the group has grown in size, strength and wealth, yet still keeps true to its roots on the street.
• Internal disputes are settled not through assassination or backstabbing, but through organised knife fights. Rules are laid down and challenges are issued if it is felt that a slight has been done or wrong has occurred.
• Daylight are seriously into drugs. This is their main source of revenue and power, filtering narcotics down to the streets through their distribution and dealer networks. Their tendrils stretch into all areas of city life, even extending into wealthy areas such as Lucent Heights and Coldbath Fell.

SITUATION
Daylight is a continual thorn in the side of both the 3rd Syndicate and the Hohler Gang. They operate with such a high level of ferocity that even hardened criminals are taken aback by the sheer
violence of their methods. Where some gangs would, in conflict with another gang, start with some small-scale intimidation and a few beatings, Daylight starts by firebombing or shooting their
intended targets.
ON THE CORNER
• A Daylight walker has decided this corner is their new territory, and they’ve taken it upon themselves to eliminate any opposition, criminal or otherwise.
• It’s known that Daylight are behind the attempted murder of a respected and liked burgess who has done much good for the impoverished people of their burgh.
• Daylighters have been seen with Whole City Mercantile people, and now the local homeless person’s doss house is
strangely quiet.
